Trying to find 24 inch bicycle snow tires or chains?

A friend of mine has a Next Power Climber that has 24 inch tires. I've been trying since before Christmas to find a way for him to not slip and slide when he's riding his bike on the ice and in the snow, but to no avail.
I've been told that there's simply no such thing as 24 inch bicycle snow tires, and haven't had any luck contacting any bicycle snow chain companies.
I'm open to suggestion.

I think your best bet would be to stud them yourself. I've seen studs you can buy for ATV tires; You screw them from the inside so they protrude through the tire. I suppose you can use them for bike tires as well. But you'll probably also have to get some tire liners to prevent punctures.

Not sure that I can give you answer as was slightly confused walking you through something when you were on a bicycle,
However, I assume that from the 24 in diameter tyres, you can work out the circumference. This will be roughly 3.142 (Pi) x the diameter, then multiply by 3 to get number of inches that each complete 360 degree rotation will take.
Work out how many inches there are to a mile and divide it by the number of inches per rotation …….

I'm not familiar with the bike but Peugeot is a brand name so it's not going to fall apart on you.
What do you mean by a "non profit" shop? Is it some kind of charity thing? If it's like one of those places that recycles bikes and teaches people how to fix them then it should be okay, it may be a very old bike but most likely it will have been fettled and correctly set up which adds to the value.
I'd probably buy it.
Most states require a street legal bike (mopeds, scooters, motorcycles, etc…) to be EPA/DOT certified. According to the cagllari web site the 47-49cc bikes are not EPA compliant for street use.
In some states, smaller bikes less than 50cc are exempt from the EPA emission rules. According to the state website here are the rules. It would seem that seat height is not an issue, neither are tags, insurance, etc… You could always try calling the Department of Driver's Services to ask them.
Mopeds
A moped is any motor driven cycle with an engine not exceeding 50 cubic centimeters (3.05 cubic inches) that can propel the cycle at a speed not to exceed 30 miles per hour (MPH) and does not require clutching or shifting.
Mopeds are exempt from the provisions relating to the registration and licensing of motor vehicles.
Rules to operate mopeds on Georgia roads and highways:
1.Must be 15 years of age and have in their possession a valid driver’s license, instructional permit or limited permit.
2.Must wear protective headgear (motorcycle helmet).
3.No tag is required.
4.Every person operating a moped upon a roadway must obey the same traffic laws governing drivers of motor vehicles.
5.May not use limited access highways or other roadways where the minimum speed limit is above 35 mph.
